Kapangan Mayor urges protection of water source as NIA turns over completed irrigation system to farmers

Mr. Pablo Mendoza, president of Cayapes Kapangan Irrigators’ Association (IA), signs the acceptance certificate for the Cayapes Communal Irrigation System which was turnover to the IA for operation and maintenance, as witnessed by Kapangan Mayor Manny Fermin, NIA-Benguet Satellite Office Head Godofredo Velaque, Brgy.
