DPWH, NIA converge to improve irrigation system service roads in CAR

In a pioneering move towards better collaboration, the DPWH and NIA converged in 2023 for the improvement of service roads of national irrigation systems in the Cordilleras.

From the proposed list of NIA, the DPWH district engineering offices completed the concreting of service roads of the Abra River Irrigation System (ARIS), West Apayao Abulug Irrigation System (WAAIS), and Upper Chico River Irrigation System (UCRIS) in 2023.

Amounting to a total of P25.6 million, these convergence projects were pipelined under ‘Katubigan’ program of the DPWH. This is in line with the instruction of President Bongbong Marcos to the two agencies for infrastructure projects that aim to prevent flooding in the irrigation systems, protect irrigation facilities and service areas from erosion and institute climate change adaptation works.

The NIA field offices submitted lists of proposed projects to DPWH district engineering offices for funding and implementation. The 2023 completed projects are the construction of the Gaddani-Poblacion Road with protection, which is a service road in Tayum, Abra of the Abra ARIS. Also completed is the service road concreting with protection and road barrier located along the main canal in Tumog, Luna, Apayao of the WAAIS. The agency also completed road concreting (two-lane) with parapet walls and concrete rails along main diversion canal in Brgy. Bulanao Norte and Brgy. Ipil, Tabuk City of UCRIS.

Improvement of service roads of national irrigation systems (NIS) enhances the mobility of NIA personnel and farmers in the operation and maintenance of the irrigation facilities as well as in the transport of the farm inputs and outputs. Service roads also serve as access road for the community within which the irrigation facilities traverse.

According to Regional Manager Benito Espique, Jr., the NIA-CAR field offices have submitted listings to the DPWH for more convergence projects this CY 2024, which include flood control projects along irrigation facilities.

With NIA proposing improvement projects along irrigation facilities to prevent flooding and erosion, the DPWH funded and implemented concreting of service roads of at least three national irrigation systems (NIS) in CAR in 2023, and more has been pipelined for 2024.
