Engr. C’zar Sulaik, National Irrigation Administration (NIA) Deputy Administrator for Engineering and Operations pledged full support of NIA Central Office to the ongoing irrigation projects in the Cordillera Administrative Region (CAR).
In a bid to gain better understanding of what is happening in the field especially in project implementation, Engr. Sulaik and Engr. Lydia S. Esguera, Manager of the Engineering Department, together with other technical personnel of Central Office, conducted inspection and validation of big-ticket projects in CAR on March 17 – 20, 2021.
As one of the big-ticket irrigation projects in CAR, ALPIP was inspected on March 17, 2021. Though the project is under suspension, due mainly to flooding along the project area caused by the previous typhoons, the contractors committed to make arrangements and add workforce to fast track completion.
ALPIP is a multi-year pump irrigation project programmed to irrigate 2,300 hectares of agricultural land in four barangays namely, Sto. Domingo, Calupaan, Namillangan and Namnama in Alfonso Lista, Ifugao.
Meanwhile, the team visited the Marimay Small Reservoir Irrigation Project (SRIP) in Flora, Apayao on March 19, 2021, where they witnessed the difficulty of road access which required the use of a 4 by 4 vehicle going to the damsite in Sitio Marimay, Barangay Allig.
A multi-year locally funded project, Marimay SRIP aims to provide year-round irrigation to 1,178 hectares of barangays of Flora, i.e., Allig, Balluyan, Mallig and Sta. Maria benefitting around 300 farmers. The project’s main feature is a 30-meter high zoned earth fill dam to be constructed along Allig River.
As discussed with the NIA-CO inspection team and the Apayao Irrigation Management Office (IMO), headed by Acting Division Manager, Engr. Samuel C. Bahiwag, the remaining works and additional works of Marimay SRIP shall be combined and submitted for approval this year as Deputy Administrator Sulaik assured that full allocation will be expected in 2022.
“Dadagdagan natin ng fund para magawa natin lahat ng scheme na dapat natin maiayos,” responded Engr. Sulaik on the need for additional funding to projects.
Moreover, he guaranteed full support to Marimay SRIP and said, “Sinimulan natin ito, kaya tatapusin natin ito”.
Meanwhile, Engr. Bahiwag presented the proposal for the rehabilitation of the West Apayao-Abulug Irrigation System (WAAIS) diversion corewall structure as 140 meters of it was damaged in 2019 by series of typhoons until 2020 (Quinta, Rolly, Siony and Ulysses) which was also given confirmation of funding by Deputy Administrator Sulaik.
Other projects inspected by the NIA-CO were the Magat River Irrigation System (MARIIS) and Baligatan Hydro in Ramon, Isabela; Chico River Pump Irrigation Project (CRPIP) in Tuao, Cagayan; and, Sulvec SRIP and Barbar SRIP in Pasuquin and San Juan, Ilocos Sur.
Other NIA-CO officials who joined the inspection were Engr. Reyne B. Ugay, Manager for Design and Specifications Division, Engr. Emilio M. Domagas, Jr. and Engr. Rhody Mae T. Soriano.
