The P4.37-billion Chico River Pump Irrigation Project (CRPIP), the first flagship infrastructure project to be financed by China under President Duterte’s “Build, Build, Build” program, has already started.
Funded by a soft loan from the China Exim Bank and to be implemented by the China CAMC Engineering Company, Ltd., the Chico River PIP aims to irrigate 7,530 hectares in Tuao and Piat, Cagayan and 1,170 ha in Pinukpuk, Kalinga benefitting 4,350 families.
“The President saw the need for the initiative, giving a major project that had been stalled for over 10 years and setting aside politics in the picture and simply pursuing the goals of the administration to give the farmers a better life,” NIA Administrator, Gen. Ricardo Visaya (Ret.) said during the groundbreaking ceremony held in Brgy. Pinococ, Pinukpuk, Kalinga on June 8, 2018.
Jin Yuan, Economic and Commercial Counsellor of the Chinese Embassy in Manila said that the Chinese side will spare no efforts to build the project and make it a symbol of China-Philippines Friendship, which would turn 49th the next day (June 9th) of the groundbreaking ceremony.
The project includes the construction of a pump house, sub-station, transmission line, diversion main canal, lateral canals, appurtenant structures, service/access road, and terminal facilities for Chico River PIP.
“Please extend to President Duterte our thankfulness because he did not see politics in the picture. He only got 2,000 votes in Cagayan, yet he gave this project,” said Governor Manuel Mamba of Cagayan.
Meanwhile, Kalinga Governor Jocel Baac asked the NIA to add at least 2,000 ha to be irrigated by the project in Pinukpuk and Rizal, Kalinga, being the host province and Chico River being the water source. Gen Visaya instructed NIA officials to look into this request, study its feasibility for inclusion in the project.
The Chico River PIP is the first of the many “Build Build Build” program to be implemented by NIA.
