Sta. Marcela, Apayao—About 20 hectares of rice farms in Brgy. Panay in this town are having reliable irrigation water supply after the completion of the Panay Pump Irrigation System (PIS).
According to Mr. Restituto de la Cruz, president of the Gunglo Ti Panay Farmers Irrigators Association (IA), Inc., farmers like him used to worry about irrigation water and had to utilize private pumps to be able to irrigate their rice crops. With the project, irrigation troubles will now be lesser.
Categorized as a communal irrigation system, the Panay PIS will be turned over to the IA for operation and maintenance. De la Cruz said the farmers will try their best to manage the organization so that they are able to contribute for the fuel needed for the pumps.
Panay PIS is funded with P12 million under NIA’s CY 2018 Balik Sagip Patubig Program (BSPP), all projects under which are jointly undertaken by the NIA, LGUs, and Irrigators Associations.
Major completed facilities of Panay PIS completed under the BSPP include pump sump, pump house/operating quarter and engine with complete accessories. The system had existing canals; however, the farmers used private pumps to draw water from the Panay Creek diverting it to the main canal.
NIA Apayao IMO Division Manager, Engr. Leonardo Lamangen, said that with the completion of the project, more water can be drawn and diverted towards the canal that extension areas near the current irrigated areas are seen feasible especially during the test run.
Lamangen revealed that the NIA has already included in the CY 2020 budget the extension of Panay CIS for the construction of concrete canals and protection works so that irrigation water can reach and irrigate the expansion area.#Mylene Malecdan
